Technical Note on Health Mutuelles in Madagascar

The CA-CSU and LHSS held a workshop in July 2022 to deliberate on the lessons learned from the Malagasy and international experiences and to define the key elements of the model that will be recommended to the government. After the workshop, LHSS was asked to prepare a technical note to support the government, in particular the CA-CSU, when it considers the key features to take into account in developing a CBHI scheme that is adapted to Madagascar’s needs and that will contribute to the implementation of the SNFS, in particular the pooling of risk under one health insurance agency. This technical note will be updated based on the decisions and progress made in implementing CBHI or other health financing mechanisms, other governmental decisions, and the capacity of the CA-CSU and other actors in implementing the SNFS.
