This report evaluates the resources dedicated to telemedicine services in Ukrainian healthcare institutions. The primary goal of the study was to understand the current utilization of telemedicine and to analyze the costs involved, with a detailed focus on the components of these costs. The findings will support efforts to enhance the purchasing mechanisms for the National Health Service of Ukraine, paving the way for further improvements in telemedicine provision.

With increased migration around the world posing unique challenges and opportunities for health systems, efforts to better integrate and include migrants and host communities in national health systems are an integral part of the global health equity agenda.

LHSS in Ukraine is supporting improvements in the legislative and policy environment so as to enable expanded access to quality medical services using telemedicine. The analysis consists of 18 chapters and covers a wide range of topics, including terms and definitions related to telemedicine, its role in provision of medical care in different types of health facilities, rights and responsibilities of patients and medical professionals, and more.

In a municipality where over 100,000 people had no access to basic health services, stakeholders joined together to open a primary health center that now serves thousands of households.  

The Most Significant Change (MSC) is a complexity-aware monitoring approach that helps us track and understand important changes happening in systems, practices, organizations, and people. LHSS Bangladesh has applied this MSC tool to identify, evaluate, and understand the most substantial changes within our primary health care system functions. 

The English Summary for this report described the purpose of this guide which is to facilitate the implementation of Technical Health Standard N°191-MINSA/DGIESP-2022 for the prevention and management of patients affected by Mpox at the subnational level. This operational guide aims to ensure the effective implementation of the provisions established in the technical standard, to benefit the affected population and ensure access to appropriate services.

La presente guía tiene como objetivo principal facilitar la implementación de la Norma Técnica de Salud N°191-MINSA/DGIESP-2022 para la prevención y manejo de los pacientes afectados por Mpox a nivel subnacional. Esta guía operativa busca asegurar la efectiva puesta en práctica de las disposiciones establecidas en la norma técnica, con el fin de beneficiar a la población afectada y garantizar el acceso a servicios adecuados.

Additionally, it strives to uncover the obstacles that hinder their access to crucial services.

LHSS Bnagladesh is helping to identify and implement localized solutions to ensure that urban residents can access and afford high-quality primary health care services.

With LHSS support, the Ministry of Health in Ukraine is connecting health facilities with telemedicine equipment, training physicians and patients, and forging other parts of an impactful telemedicine system: policies, transparent financing arrangements for services, and agreed-upon roles among stakeholders.

This learning brief captures LHSS’s experience in supporting municipal-level partners through the contracting process and distills emerging lessons to inspire other municipalities to pursue public-private partnerships as a vehicle for expanding access to urban PHC services.
