This report is an assessment of the resources related to the provision of telemedicine services in Ukrainian healthcare institutions. The main objective of the study was to understand the current use of telemedicine and the costs of providing it with a particular focus on the components of these costs. This report will be used to justify further improvements to the purchasing mechanisms for the National Health Service of Ukraine.

LHSS in Ukraine is supporting improvements in the legislative and policy environment so as to enable expanded access to quality medical services using telemedicine. The analysis consists of 18 chapters and covers a wide range of topics, including terms and definitions related to telemedicine, its role in provision of medical care in different types of health facilities, rights and responsibilities of patients and medical professionals, and more.

The East African Community (EAC) Secretariat, the East African Legislative Assembly (EALA), and the Pan African Health Informatics Association (HELINA) have concluded a commitment by all three parties to foster stronger health data governance to drive digital transformation and innovations in the health sector of East Africa. 

The Intergovernmental Authority on Development (IGAD), with support from LHSS, commenced the first Technical Workshop on strengthening domestication and implementation of regional Health cross–border policies, in Bishoftu, Ethiopia.

With LHSS support, the Ministry of Health in Ukraine is connecting health facilities with telemedicine equipment, training physicians and patients, and forging other parts of an impactful telemedicine system: policies, transparent financing arrangements for services, and agreed-upon roles among stakeholders.

The adopted strategy will improve the quality standards of medical care using telemedicine.

Having proven invaluable in helping Ukrainians access health care throughout the Russian invasion, telemedicine is poised to play an integral role in health care delivery in Ukraine after the war ends. 

To develop its telemedicine system, health-sector leaders in Ukraine are seeking to leverage the experiences of telemedicine implementation globally, drawing on best practices and avoiding common pitfalls to effectively increase telemedicine access and quality. This review includes analysis of how telemedicine can be designed and deployed equitably and inclusively.

This report details the current status of telemedicine in Ukraine and includes data gathered from nearly every region of the country. It provides areas for strategic investments that would foster expanded access, reconnecting Ukrainians to health care, and supporting the long-term strength and resilience of the health system.

New capacities in delivering remote care are saving lives and strengthening Ukraine's health system resilience. 

Ukraine is facing extraordinary challenges to its health system amidst the Russian invasion, including attacks on Ukrainian medical facilities and infrastructure. To restore and maintain critical health services to Ukraine’s dispersed population, the Ministry of Health is strengthening its capacity to offer medical consultations via telemedicine. This two-page Progress Update describes LHSS technical assistance for the effort and results as of January 2023.

This analysis establishes a baseline understanding of current cross-border health challenges and opportunities, and identifies organizational and technical capacity gaps to address within key stakeholders that are leading cross-border health initiatives.
